Problems of Military Command Responsibility for the Consequences of Management Activities During the Russian Aggression
On February 14, 2025, Kyiv hosted an event organized by the UBA Committee on Military Law, Military Justice and Veterans' Rights in cooperation with the International Alliance for Human Resource Readiness for Military Challenges. The topic of the event - «Problems of responsibility of military command for the consequences of management activities in the context of repulsing the armed aggression of the Russian Federation against Ukraine» - attracted the attention of experts, lawyers and representatives of military circles.
The event was moderated by Illya Kostin, member of the UBA Board, who opened the discussion of important aspects of the management activities of military command during the war. Participants had the opportunity to hear informative reports from leading experts in the field of military law and human rights protection.
Among the speakers were:
- Viktor Nazarov, former Deputy Chief of the General Staff of the Armed Forces of Ukraine, retired Major General, shared his experience and problems that arise in the implementation of management activities in the context of armed aggression.
- Oleh Tkachuk, Judge of the Grand Chamber of the Supreme Court, discussed the legal aspects of military commanders' responsibility for managerial decisions and their consequences in wartime.
- Mykola Karpenko, leading researcher at the Institute of Information, Security and Law, addressed the issue of combat immunity and current challenges facing the military in times of war.
- Pavlo Bogutskyi, Doctor of Law, Major General of Justice (retired), focused on the issues of legal support for the military and international humanitarian law in the context of the conflict.
- Volodymyr Tymoshenko, Professor at the National Defense University of Ukraine, Lieutenant General (retired), discussed legal issues arising from the management of military units in combat situations.
- Oleh Zhyvotov, Honored Lawyer of Ukraine, shared his practical experience of defending the command of the Armed Forces of Ukraine in court proceedings, emphasizing the importance of legal protection of military leaders.
- Oleksandr Markovskyi, Colonel of Justice, presented topical legal issues related to rulemaking and legislative initiatives in the defense sector.
The event has become an important platform for exchanging views and finding solutions to improve the management of military command, strengthen legal protection at all levels, and adapt legal norms to the conditions of modern armed conflicts.
