Enhancing Legal Practice and Supporting Legal Community Engagement
The Ukrainian Bar Association is implementing the project “Enhancing Legal Practice and Supporting Legal Community Engagement” with the support of the EU Project “Pravo-Justice”, implemented by Expertise France.
The project aims to raise awareness among Ukrainian legal professionals about the benefits of using the Database of Legal Positions of the Supreme Court and the Supreme Observer online portal — modern digital tools designed to strengthen the consistency of judicial practice, improve legal certainty, and foster open communication between the Supreme Court and the legal community.
Over a four-month period, the UBA team will implement a comprehensive program that includes:

information campaigns highlighting the advantages of using these tools;

online and offline training events for legal professionals of various profiles and experience levels;

development of practical materials to facilitate the day-to-day use of digital tools in professional activities.
Our goal is to make these tools accessible, convenient, and understandable to all — from law students to judges, lawyers, and legal scholars. This approach will not only increase awareness but also ensure the meaningful integration of digital solutions into everyday legal practice.
“Our goal is not just to inform, but to help shape a new digital culture within the legal community. It's about trust, openness, and effective legal application,” said Kateryna Pyshchyk, Project Management Advisor at the Ukrainian Bar Association.
“We are pleased to support the Supreme Court and truly grateful to the Ukrainian Bar Association for its active engagement in disseminating knowledge about these IT tools within the legal community. The Supreme Court’s Database of Legal Positions was created in 2021 with the support of the EU Pravo-Justice Project and initially included around 5,000 positions. Since then, the Project has consistently supported its development, considering it an important tool for unifying judicial practice. I am confident that this synergy between the Court, the professional community, and international partners will contribute to broader adoption of digital solutions, increase the predictability of court decisions, and ultimately strengthen public trust in the judiciary,” emphasized Oksana Tsymbryvska, Team Leader of the EU Project “Pravo-Justice.”
About the Tools
Database of Legal Positions of the Supreme Court is an innovative online platform that provides fast and convenient access to key legal conclusions of the Supreme Court and case law of the European Court of Human Rights. It simplifies the search for relevant case law and contributes to the consistency of legal application in Ukraine.
Supreme Observer is an online portal of the Supreme Court that ensures transparent communication with the legal community and the public. The portal features analytical materials, judges’ commentary, news, and case law reviews.
