UBA Launches Project to Promote Supreme Court’s Digital Tools: How Modern IT Solutions Are Transforming Legal Practice

The Ukrainian Bar Association (UBA) is launching the project "Enhancing Legal Practice and Supporting Legal Community Engagement" with the support of the EU Project Pravo-Justice, implemented by Expertise France.

The project aims to raise awareness among Ukrainian legal professionals about the benefits of using the Database of Legal Positions of the Supreme Court and the Supreme Observer online portal—digital tools developed to strengthen the consistency of judicial practice, facilitate access to up-to-date legal information, and enhance communication between the Supreme Court and the legal community.

Over the course of four months, the UBA team will implement a series of activities aimed at encouraging the legal community to use these digital tools. This includes information campaigns, online and offline training sessions, and the development of practical materials. The activities will target various groups—from judges and lawyers to law students—tailored to their specific needs and level of expertise. This comprehensive approach will not only raise awareness but also promote the practical integration of these IT tools into everyday legal practice.

“The tools we are promoting are designed to ensure unity in judicial practice, improve the effectiveness of law enforcement, and strengthen communication between the Supreme Court and the legal community. Our goal is to make them accessible and easy to use for every legal professional, regardless of their region or experience,” said Kateryna Pyshchyk, Project Management Advisor at the Ukrainian Bar Association.

“We are pleased to support the Supreme Court and sincerely appreciate the Ukrainian Bar Association’s active involvement in promoting awareness of IT tools among legal professionals. The Database of Legal Positions of the Supreme Court was created in 2021 with the support of the EU Project Pravo-Justice and already contained around 5,000 entries at launch. Since then, the Project has continuously supported its development, considering it a key instrument for the unification of judicial practice. I am confident that this synergy between the court, the professional community, and international partners will contribute to the broader adoption of digital solutions, enhance the predictability of judicial decisions, and ultimately increase public trust in the judiciary,” emphasized Oksana Tsymbryvska, Team Leader of the EU Project Pravo-Justice.

Background:

The Database of Legal Positions of the Supreme Court is an innovative tool that provides quick access to the Supreme Court’s legal conclusions and to the case law of the European Court of Human Rights. It simplifies the search for relevant jurisprudence and promotes consistency in legal interpretation and application.

The Supreme Observer is an online portal that fosters open communication between the Supreme Court and the public. It features news updates, analytical materials, and commentary from judges and legal experts.

The EU Project Pravo-Justice is a technical assistance project implemented by Expertise France and funded by the European Union.
Following the Revolution of Dignity, the Project has become one of the key drivers in promoting the rule of law in Ukraine, aligning the country’s legal framework with European standards, supporting the development of strategic reform agendas, advancing judicial reform, and ensuring the proper enforcement of court decisions. It not only promotes the adoption of European practices in the Ukrainian justice system by providing ongoing expert support to judicial institutions but also acts as a catalyst for change and a foundation for Ukraine’s integration into the EU.

The Ukrainian Bar Association (UBA) is the largest professional legal community in Ukraine. Since its establishment in 2002, the UBA has worked to uphold the rule of law, develop the legal profession, and contribute to building a democratic legal state. The Association unites over 7,000 members across all regions of Ukraine, organizes professional events, facilitates expert dialogue, and serves as a strong voice of the legal profession at both national and international levels.
