Second Meeting in the Series of Discussions on Procedural Law Reform
On March 27, 2025, an event titled “Improvement of Procedural Norms: Part 2” took place in Kyiv, organized by the UBA Committee on Procedural Law. This event marked the second in a series of discussions aimed at enhancing judicial procedures, first introduced during the XII UBA Judicial Forum on December 6, 2024.
The event was moderated by
Serhii Hryshko, Chair of the UBA Procedural Law Committee and Managing Partner at Querius Ukraine.
The discussion featured contributions from:
- Volodymyr Kravchuk, Judge of the Supreme Court, Cassation Administrative Court
- Iryna Kobets, Deputy Chair of the UBA Procedural Law Committee, Partner at LCF Law Group, attorney — who addressed key issues related to the extension of procedural time limits and the deadlines for submitting substantive applications.
- Kseniia Prokhur, Deputy Chair of the UBA Procedural Law Committee, Counsel at Baker McKenzie — who shared insights on the grounds for judicial recusal and the importance of confirming an attorney's authority.
The focus of the meeting was on proposals from the Committee Board members regarding improvements to specific procedural mechanisms. Topics discussed included the return of claims, appeals and cassation complaints, transfer of cases under proper jurisdiction in the event of case closure, renewal and extension of procedural timeframes, and setting deadlines for submissions on the merits. Additional points included withdrawal of claims during appellate review, grounds and timeframes for judicial recusal, verification of attorney representation, and conducting court hearings via video conferencing.
Judge Volodymyr Kravchuk presented a series of ideas aimed at improving the judiciary, emphasizing the need to optimize the judicial system to ensure timely case resolution, effective protection of litigants’ rights, and proper enforcement of court decisions.
This event represented a significant step toward reforming judicial procedures in Ukraine, fostering in-depth discussion and the development of solutions to enhance the efficiency of legal proceedings.
