Lawyers discussed the legislative regulation of intellectual property rights of military personnel
On April 7, 2025, an event organized by the UBA Committee on Intellectual Property was held in Kyiv, dedicated to the topic: “Legislative Regulation of Rights to Intellectual Property Objects Created by Military Personnel: Current State and Existing Legislative Initiatives.” The event was attended by intellectual property experts, lawyers, and representatives of government institutions.

During the event, participants discussed current challenges in the legal protection of innovations created by military personnel during martial law. Significant attention was given to the need for clear legislative regulation of such intellectual property objects, as there is currently no effective system for the registration and legal formalization of rights. In this context, the importance of Draft Laws No. 13110 and No. 13111 was emphasized. These draft laws, already registered in the Verkhovna Rada, aim to systematize the relevant legal relations.
A separate part of the discussion focused on the need to introduce a centralized approach to managing intellectual property rights within the Armed Forces of Ukraine, as well as the creation of a new institutional model for effective protection and commercialization of military developments. Participants also shared comments and proposals regarding the existing and proposed legal provisions governing rights to inventions created during military service, particularly in the defense sector.
Following the event, the UBA IP Committee will prepare an official appeal to the Verkhovna Rada Committee on Economic Development and the Committee on Legal Policy, calling for support for the adoption of Draft Laws No. 13110 and No. 13111.
