Study Visits to Moldovan Anti-Corruption Institutions Conducted Within the ACT Project
A workshop for Ukrainian and Moldovan legal professionals is currently underway in Chișinău as part of the "ACT – Addressing Corruption Together" project. The program focuses on experience exchange, familiarization with anti-corruption approaches, and fostering professional connections between the legal communities of both countries.
On May 23, participants visited two key institutions responsible for anti-corruption policy in the Republic of Moldova: the National Anticorruption Center (CNA) and the Ministry of Justice (MoJ).
At the National Anticorruption Center, the delegation met with Colonel Alexandru Savca, Deputy Director of the CNA, along with other representatives. Discussions centered on measures for preventing and investigating corruption offenses, emphasizing the role of whistleblowers and best practices in institutional ethics. The participants also learned about the procedures for integrity checks of public officials and the involvement of youth in integrity-focused educational campaigns.
At the Ministry of Justice, the delegation was received by Ms. Stela Braniste, Deputy Secretary General. The discussions focused on legislative initiatives in the anti-corruption sphere, cooperation with European Union institutions, and the experience of implementing the vetting process for judges and prosecutors – a key element of judicial reform in Moldova. Ministry representatives highlighted the importance of transparency, inter-agency coordination, and regular consultations with the legal community in developing and implementing anti-corruption policies.
"For Ukrainian legal professionals, this is an excellent opportunity to understand how the system operates in Moldova. In addition to substantive discussions with colleagues, we had the chance to visit a temporary detention facility, learn how reports of corruption offenses are received, and understand how they are initially assessed and allocated based on jurisdiction," said Kateryna Pyshchyk, Project Management Advisor at the Ukrainian Bar Association.
The Ukrainian Bar Association expresses gratitude to the project co-organizers – the Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) and the Moldovan organization Action for Justice (A4J) – for a comprehensive program, openness to dialogue, and support for professional exchange between legal communities.
