The UBA Committee on Criminal and Criminal Procedural Law jointly with the Institute of Legislative Ideas invite you to attend the round table discussion “Expert Discussion of the New Draft Law on Establishing Liability for Violation of Sanctions”, which will be held on January 22, 2025, in Kyiv.

Due to the aggression of the Russian Federation, sanctions have become an effective tool to counter the enemy and limit its influence on the Ukrainian economy. However, despite numerous cases of violations of the sanctions legislation, violations and circumvention of sanctions are not criminalized, and the existing measures have no deterrent effect.

The adoption of the new draft law No. 12406, submitted by the President at the beginning of the year, should improve this situation. The draft law is the result of a year-long work of the Ministry of Justice, the Institute of Legislative Ideas and about 10 other bodies and agencies. It offers a systemic solution and is in line with the best international approaches to the criminal prosecution of sanctions violators, including the EU Directive.

In order to familiarize the expert community with the details of the draft law, it is important to present the draft by its developers, as well as to publicly discuss the proposed changes with the prospect of developing solutions for possible improvement of the draft.
