On 1 April 2022, the European Court of Human Rights (ECtHR), after considering the information provided by the Government of Ukraine and ECtHR’s previous decisions ordering Russia to undertake interim measures in view of Russia's armed attack on Ukraine, decided to continue application of such interim measures.

To recall, on 1 March 2022, ECtHR decided that the Government of the Russian Federation is “to refrain from military attacks against civilians and civilian objects, including residential premises, emergency vehicles and other specially protected civilian objects such as schools and hospitals, and to ensure immediately the safety of the medical establishments, personnel and emergency vehicles within the territory under attack or siege by Russian troops”. And on 4 March 2022, ECtHR delivered another decision whereby it ordered that the Government of the Russian Federation “should ensure unimpeded access of the civilian population to safe evacuation routes, healthcare, food and other essential supplies, rapid and unconstrained passage of humanitarian aid and movement of humanitarian workers”.

Further to the above measures, ECtHR ordered that the evacuation routes indicated in the above decisions should allow civilians to seek refuge in safer regions of Ukraine. In addition, ECtHR decided to inform about its decision the Committee of Ministers of the Council of Europe who supervises execution of ECtHR decisions.
