Results of the 21st Regular Meeting of the UBA Legal Assembly
The 21st Regular Meeting of the Legal Assembly of the Ukrainian Bar Association took place on October 31, 2024, in Kyiv. The meeting was attended by 46 delegates of the Assembly.
Mykola Stetsenko, President of the UBA, was elected as the Chair of the meeting, and Vladyslav Zaitsev, a member of the UBA Revision Commission and Chair of the UBA Migration Law Committee, was appointed as the Secretary.
At the start of the meeting, the delegates of the Legal Assembly approved the agenda.
The first item on the agenda was the approval of the President's report for the period of August 2023 — September 2024. Mykola Stetsenko provided a detailed overview of the current strategic directions of the Association’s activities and the challenges currently facing the UBA. He also familiarized the delegates with key performance indicators and achievements of the Association over the past year. Tetiana Lysovets, UBA Vice President, and Ivan Horodyskyy, UBA Vice President, also addressed the Assembly. Following these speeches, the Legal Assembly unanimously approved the President’s report.
The next item was the proposed amendments to the UBA Charter. Specifically, it was suggested to clarify and supplement the sections on the main objectives and core principles of the Association's activities. The proposed amendments also included a provision stating that materials for the agenda of a regular Legal Assembly meeting must be approved by the Board, sent to delegates, and published on the UBA website at least 15 days before the meeting date. Meanwhile, materials for the agenda of an extraordinary meeting must be proposed by the meeting’s initiator, sent to delegates, and published on the UBA website at least 5 days before the meeting.
After a brief discussion, the Legal Assembly approved the proposed amendments to the Charter.
Delegates also reviewed the resignation letter of Dmytro Kukhniuk, who had stepped down from his position as a member of the UBA Ethics Commission. The Legal Assembly voted to terminate his membership in the Commission. At the same time, the issue of appointing a new Ethics Commission member was deferred, as discussions are ongoing between the Commission and the UBA Board.
The final item on the meeting's agenda was the proposed amendments to the UBA Board’s Regulations. It was suggested to add a subparagraph specifying that, prior to the Legal Assembly meeting where the issue of early dismissal of a Board member is to be discussed, such a Board member will be considered temporarily suspended from their position, with all their functions, rights, and duties temporarily suspended.
Following a review, the Legal Assembly approved the proposed amendments to the UBA Board’s Regulations.
