Discussing the Future of Industrial Parks: Highlights from the UBA Committee Event

On April 9, 2025, the Real Estate and Infrastructure Committee of the Ukrainian Bar Association (UBA) successfully held an online event titled "Industrial Parks: Creation Algorithm and State Support". The event attracted a substantial audience, including lawyers, business representatives, and investors interested in industrial parks as a tool for economic growth and investment attraction in Ukraine.

The event was moderated by Maksym Maksymenko, Chair of the UBA Real Estate and Infrastructure Committee and Partner at AVELLUM. The speaker panel featured Anton Andriienko, Deputy Head of the Industrial Parks and Investment Support Department at the Ministry of Economy of Ukraine, along with AVELLUM legal experts Yuliia Pidlisna (Counsel), Rostyslav Mushka (Counsel), and Inna Erbelidze (Senior Associate).

Key discussion topics included an overview of the legal and practical framework for industrial parks in Ukraine, analysis of statistical data regarding their establishment, and identification of industries most commonly engaged in such projects. Special attention was given to the step-by-step process of establishing an industrial park — covering land plot selection, procedural requirements, implementation timelines, and the involvement of various stakeholders.

A dedicated session focused on the available forms of state support for initiators, management companies, and residents of industrial parks. These include tax incentives, infrastructure development, and other mechanisms provided under current legislation. An important part of the discussion addressed legislative gaps and inconsistencies that hinder project implementation in practice, as well as potential solutions—particularly the expected adoption of Draft Law No. 12117.

The event served as a valuable platform for meaningful dialogue between practitioners and government representatives. It helped identify current challenges in the development of industrial parks and outlined actionable strategies for overcoming them.
