Global Accountability Network’s Ukraine Accountability Project Invites Volunteers for 2025 Initiatives
The Global Accountability Network’s Ukraine Accountability Project (GAN UAP) is seeking volunteers for 2025. Over recent years, the project has proudly produced impactful reports that have advanced accountability efforts in Ukraine—ranging from publications on Russian war crimes to a recent model indictment against Belarusian President Alexandr Lukashenko.
This year, GAN UAP will launch three major initiatives:
- The fourth edition of the Russian War Crimes Report
- Finalization of the second edition of the Ecocide Report
- Work on the inaugural publication on Mass Destruction as a War Crime
To support these efforts, GAN UAP is looking for volunteers with a background in law (including students) who are willing to dedicate their time to these critical projects. While prior research experience is helpful, it is not mandatory. The minimum time commitment expected is one hour per week, though some weeks may require additional time.

About GAN. The Global Accountability Network is a network of prosecutors, lawyers, academics, other experts, and students who collect and analyze open-source information on international crimes. GAN focuses on events in Syria, Yemen, Venezuela, China, and now Ukraine. The Ukrainian Bar Association (UBA) supports GAN’s efforts to gather information about crimes committed by the Russian Federation in Ukraine, to disseminate this information globally, and to provide expert and volunteer assistance for GAN UAP initiatives.
Since the full-scale invasion of Ukraine, GAN UAP has published three editions of the Report on War Crimes, Crimes Against Humanity, and Aggression Committed by the Russian Federation in Ukraine. The report, prepared with the support of the UBA, includes analyses of international legal mechanisms for holding the Russian Federation accountable, identifies perpetrators of these crimes, and provides model indictments for Russia’s senior military and political leadership. It calls on the international community to respond to violations of international law using existing accountability mechanisms. In August 2023, GAN UAP also presented its report on Russia’s destruction of Ukraine’s environment. This document is the result of a collaborative effort involving law students, professionals, and practitioners worldwide, with significant contributions from UBA volunteers who assisted in analyzing Ukrainian criminal law. The first volume addresses individual accountability for environmental crimes, while the forthcoming second volume will focus on state responsibility.
The first volume delves into the crime of ecocide under both Ukrainian national law and international law, arguing for its inclusion in the Rome Statute of the International Criminal Court. The report emphasizes the urgency of addressing environmental destruction during armed conflicts and highlights the need to differentiate between individual and state responsibility for such crimes.
