Ukraine commences work on the creation of a Special International Tribunal for the crime of aggression by the Russian Federation against Ukraine

President Volodymyr Zelenskyy established a working group that will deal with the creation of a Special International Tribunal for the crime of aggression against Ukraine.

The respective decree No. 661/2022 was published on the website of the Office of the President of Ukraine.

The working group was created to ensure proper international investigation and prosecution for the crime of aggression against Ukraine, to develop and prepare proposals for the creation of a special international tribunal.

The working group’s task is developing and making proposals regarding the creation of a Special International Tribunal for the crime of aggression against Ukraine.

Immediately after the full-scale invasion of Russia into Ukraine, the Ukrainian Bar Association repeatedly emphasized the need to create a Special Tribunal for Russia, and also joined the appeal of representatives of Ukrainian civil society organizations to the UN with the demand to create a special international tribunal over the President of Russia, Vladimir Putin, and all Russian officials responsible for unleashing an aggressive war with dire consequences for the people of Ukraine.

The international community supports the UBA in establishing a Special Tribunal for the crime of aggression against Ukraine. In particular, the Ukraine Task Force of The Global Accountability Network published a white paper containing a draft resolution to the UN General Assembly with a recommendation to the UN Secretary General to conclude a bilateral agreement on the establishment of a Special Tribunal for Ukraine on the crime of aggression along with the development of the tribunal’s statute.
