KYIV - December 1, 2020. The Ukrainian Bar Association (UBA) appealed to the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine to provide funding for budget programs for the administration of justice in 2020 and 2021 in full.
The UBA stressed that the community has repeatedly drawn attention to the importance of the above issue, but now there is a critical situation with the funding of appellate and local courts.
As of the end of autumn of the current year, the funding deficit amounted to half a billion hryvnias, of which 95.4 million were expenses of the payroll of court staff.
The lawyers stressed that such situation makes it impossible for courts to send correspondence, ensure video conferencing, pay jurors and pay salaries to court staff. In addition, the lack of adequate funding restricts access to justice and violates the right to a fair trial guaranteed by the Constitution.
“The Association emphasizes that budget programs for justice must be fully and adequately funded,” the statement reads.
